ASAM Recaps 2025 State Legislative Sessions with Mid-Year Report

The first half of 2025 was another highly active period in state legislatures. ASAM’s 2025 Mid-Year State Legislative Report highlights key developments and trends in addiction medicine-related state policy. The first part of the report recaps general policy trends and summarizes other notable developments, while the second part provides a list of all enacted legislation tracked by ASAM in 2025. Key Insights:
- In total, ASAM tracked 509 addiction medicine-related bills in 48 states. This figure is compared to 725 bills tracked last year.
- 14% of the bills ASAM tracked in 2025 were enacted into law. 27% of bills failed. The other 59% of bills are either in the introductory stage or under consideration.
- The top three priority areas for state legislators were Naloxone Access, Parity and Prior Authorization, and Tobacco and Other Substances. When compared to last year, Naloxone Access continues to be the top issue while Harm Reduction and Cannabis Reform have fallen out of the top three.
- Finally, ASAM state chapters enjoyed notable legislative wins in Colorado, Idaho, Nevada, and Tennessee.
